The vast majority of software engineering work does not have the same rigor that other fields of engineering do. Standards, safety, inspection, accountability, documentation, testing, certification, etc... many other fields focus on these things, but in software it's pretty much "anything goes so long as we make money." The trick to making companies value good engineers is getting them to value good engineering.
