In-Q-Tel is a VC firm that makes loads of tech investments (https://en.wikipedia.org/wiki/In-Q-Tel#Investments https://en.wikipedia.org/wiki/In-Q-Tel#Investments) and I'm not aware of evidence that they play an active role in the company.
