Just a cursory look at what's going on with the new virtual memory system seems to indicate that writing apps that follow the rules enough to work correctly will be an interesting enough problem even _using_ Apple's tools and libraries. But this issue is mostly about control, both of developer promiscuity and usage of system resources. Blocking developers' cross-platform plans is probably just a bonus. Apple could certainly solve any technical issues if it felt it was worth the effort and in its best interests. Apple does not feel it is in its best interests... And for now, they are probably right.
