It's fair to blame the FDA, but this article absolves journalists of any responsibility. No one is making them show up for these dog and pony shows. Reminds me of when I read stories saying that a government official briefed reporters in the condition that the official not be named. The press in that situation willingly let itself become the government's propaganda arm. Journalists need to look in the mirror here too.
