It's nice that these regulations sound sensitive and not heavy handed. I'm wondering whether they are needed at all though. They've been formulated in heavy collaboration with the market leaders Uber, Google etc. Is there a risk they will help shut out upstarts, similarly to how the FDA makes drug development astronomically expensive?
