The only real alternative I'm coming up with while still staying west of the mountains is crossing at Abbotsford/Sumas and taking WA-9 down to I-405 which is a horrible idea in all sorts of ways.
(The article also mentions 'carpool lanes', I'm wondering when the last time the proposers went very far north because even after decades of being extended they stop in Everett)
