The challenge with an Indian office of 20 in Bangalore is you're not saving any money. The good employees are cheaper than in the US, but not enough to recoup the administrative and managerial overhead required for it. If the office is 100 people, and you're also doing it for access to talent, then it pays off. Independent of performance, if they didn't see the office growing, it can make sense to close it.
