Taking no action isn't the same as not being present though. The outcome might be the same but since you were able to change it you are a part of the system and by not acting you have imposed your will on the system, it's just that your will was for nothing to change.
As in all situations you can choose not to act but that does not mean you haven't made a decision. However you justify action/inaction doesn't mean you haven't taken part.
