Not an actual requirement, but a practical one. As in, if an eligible veteran applies they will get hired over you. I don't know what positions you have applied for, or how they compare to the positions the people I know applied for. One guy had a long string of "Eligible, Not Referred" rejections, or did until USAJobs was redesigned and they got flushed with the old database.
