18F isn't currently hiring and hasn't been for months.
USDS sure doesn't act like it is desperately in need of good technical staff. Best I can tell is that they are desperately in need of people who can sell Agile to government suits.
I have no personal experience with USAJobs, but the experiences of the many people I know who have is that you are SOL if you don't have veterans preferences.
- gohrt 10y agoVeterans preference is available to everyone -- you can do IT for the military.
- vonmoltke 10y agoNo they aren't. You would need to be qualified for and accepted into the uniformed services to get them. That pretty much disqualifies everyone the article is discussing, unless they have served already.

- vonmoltke 10y agoNot an actual requirement, but a practical one. As in, if an eligible veteran applies they will get hired over you. I don't know what positions you have applied for, or how they compare to the positions the people I know applied for. One guy had a long string of "Eligible, Not Referred" rejections, or did until USAJobs was redesigned and they got flushed with the old database.
