I would imagine the only way that Obama would pardon those two after the election is if Trump won. Clinton will most likely continue the practice of coming down hard on whistle blowers. It would not help her administration in this regard if Obama pardoned people for the very things she wishes to crack down on. If Trump wins then what difference does it make?
