In NY, at least, you have to fill out a longer form [1] giving one of a very limited set of reasons for needing an absentee ballot. "My employer makes getting to the polls a PITA" is not one of them. Nor is "it's inconvenient". Oh, and it's a felony to "make a false statement" on the application form.
