Google has no interest in actually building cars. Google has an interest to collect the data and for such sell (or even may giving it for free) the software collecting the data. Google is a data driven company and not a hardware manufacturer. Even that Google is building their own hardware in regards of server, server racks, and such think. But all that is only to support their data driven model. The problem here is, that car makers have no interest to buying this software from Google and as such selling the data to Google. They want to keep the data to them-self.
