Perhaps Tesla might release the data. Musk is all about improving humanity; selling cars is a means to an end, rather than the end itself, and that end could be hastened if every manufacturer could access (and augment?) the database.

He'd be stupid too at the moment. You want to leverage that asset to get other companies to open up there data.

Musk is all about saving humanity, he's apocalyptic. Probably rightly so. Improving also, but not what really drives him.
