Rolling releases and usability seem completely unrelated. It takes time to work on UX, sure; how is a rolling release interfering with that? It should do the opposite, really, by not applying the same pressure by nature to have the design finalized and implemented in time for release X.Y. Also, usability aside, I definitely wouldn't call either GNOME or Unity ugly, and they’re the popular ones.
