At my company we run a locally-hosted version of FogBugz. It's a smaller shop, with about eighty users. And about twenty or so of them are not developers or technical staff, but staff in other departments who need to be able to view tickets and occasionally comment on them.
Like all systems, it's not perfect. But we have no big complaints. What it does, it does well. The search is fast, and as granular as I've ever needed it. One user in this discussion said searching for something as simple as all tickets to which you added a comment in the last week was impossible in Jira. In FogBugz, it's trivial. There are plenty of little conveniences and niceties that Trac never offered (the last time I looked, which was years ago to be fair).
Fog Creek's customer support has been excellent, and they use it themselves to support their users, which we also do. And as a 5013c not-for-profit we get it for half price.
