Yes. Similarly, I've also found that people who say "I'm too busy working to bother measuring what I'm doing" are the ones most in need of measurement. (Same with "Too busy to communicate" and "Too busy to meet")
There are reasons for coordination and trust, otherwise 100% of the workforce would be independent contractors.
