The problem is if you dull HPKP, you potentially weaken the benefit that the really high-profile targets gain and therefore make it less useful for them. Perhaps the answer is only a small number of websites actually need/want this functionality - and that's okay? Simply dulling it to broaden take-up may have a net negative affect.
