  The FBI uncovered a plot to assassinate OWS leaders in Houston. I don't believe the leaked document indicated government agents or personnel planned to kill leaders via suppressed sniper fire. You're talking about page 61 of this document I assume? http://www.justiceonline.org/fbi_files_ows http://www.justiceonline.org/fbi_files_ows

  No, I am not referring to that document specifically, but I am referring to the same incident and subsequent lawsuits over the issue. Yes they really were planning to do that.     So I'm assuming "LES" stands for Law Enforcement Services and the blocked area then points to which branch of law enforcement planned to do this?
