Pure nicotine can be used as an insecticide and generally doesn't have the adverse-to-humans effects of smoking, so that's not really good evidence of tobacco being nasty. There are other things you can mix with water and use an insecticide, too. Caffeine, for one. There are other reasons that we don't use it, but mostly practical ones (it washes away easily, it also kills things in the soil).
