The second does not follow from the first, because SO does lock duplicate questions and prevent people from answering.

Answers to the same question are collected in a single place i.e., it provides the best of both worlds: - it allows to ask the same question using different ways (different people may use different vocabularies to express the exact same problem) - the answers are not scattered -- they can be updated and improved in a single place.
