Make college free and give tax subsidies to organizations that have training programs and be done with it. This program has been around for decades and was created in an effort to bring in skills not found in the country. If in all of that time we haven't trained up enough people to meet "demand" then we are obviously doing something wrong and non immigration intent visas aren't going to fix it.
