The key is to find something that motivates you and keep building/expanding on it. For example, find a popular open source project to modify/contribute to, but pick something unique to your interests. By focusing on a particular non-technical subject matter you're more likely to attract attention from places willing to hire a junior dev based on culture fit.
Lastly, find a rapidly growing firm with >10 technical employees. Places that are growing quickly (but past the seed/founding stage) might be more open to hiring junior talent.
