Apple has a negligible global penetration, and I believe iPad will have a user base smaller than 1% of the total number of computers in the globe in the next 5 years, so even if Apple intends to be evil this will not affect any would be developer. Maybe in the US the case is different, but the iPad will probably not affect how a guy in China, Russia or India learns how to develop an application.
