Although FLIF, the format, is lossless, the FLIF encoder has an option to lossily encode the input. It works by eliminating the differences between the predicted pixel and the actual pixel. When encoded lossily, FLIF is competent with JPEG on still images, and ofcourse very competetent with GIFs.
