How silly! I love the tinfoil hat account of office thermostats. When you retrofit a controls system, based on my experience, it's not uncommon to leave existing fixtures and wiring in place...disconnected. It's not a conspiracy, however it is often the case of people being cheap. It costs far more labor to rip everything out in addition to installing new equipment. I've seen things...awful things...that inform my opinion on the subject ;) That said...road side pong!
