I've always drawn systemic problems of our social progress back to incentives, and a major complaint I often bring up is "Who is incentivized to fight for the public domain? For common sense?" There are strong financial incentives the other way, to legislate lock-in and go against what's in the best interest of the nation & world. It's great to see that there are ways to incentivize fighting for the public domain.
