  NY Times reports that the "public officer" (actually an off duty prison guard) did brandish a gun, and demanded money. Vandalism or not, that's precisely the definition of armed robbery. Lochte certainly lied about the details, but two wrongs don't make a right, and only one of these wrongs carries up to a 20 year sentence with a 5 year minimum, at least in the US.
