Definitely too low for US or anywhere in the western world. It depends how much experience do you have, and if you're talking about full time or consulting positions. I'm based in London, so prices here are a little different (and lower), but I wouldn't consider anything less than $40/h. For reference, I have 10 years experience and the lowest I can go, as a freelancer, is $60/h -- full stack engineer.
