I'd say that this is kinda okay - if they'd asked him the same question, and he hadn't improved, it would've shown that he doesn't have much in the way of curiosity / doesn't want to improve.

But they've just wasted 1 year. They should have tried to figure out if he has the required curiosity in the first interview itself.
