Am I the only one to detect some sleight of hand at work here? How can "the experts" "resoundingly reject" the existence of a secret program? Surely, by definition, they would know nothing about its existence if it is SECRET?!? As you can see, it is the widespread governmental secretiveness that provides the fertile ground for such "theories".
