There are some out there, e.g. OpenStack uses https://pypi.python.org/pypi/pbr https://pypi.python.org/pypi/pbr - it was pretty painful around the 1.0 transition when no two libraries seemed to be using compatible versions, but it hasn't caused me any trouble in quite a while now.
I'm more concerned by the lack of a (non-greedy) dependency solver in pip.
