FTTP would have been cheaper long term, they bought millions of dollars worth of old copper from Telstra and Optus which needs replacing and has maintenance cost's far greater than anything fibre. They also bought Optus's old HFC network (cable) to rebrand it as NBN ( Which Optus was previously sued for branding as NBN tech).
