Interesting, but I don't think I would trust the government to stay out of the mix.
On his education idea, I think he is downplaying the skill involved in teaching/tutoring. Its not easy, and many people may not have the patience for it.
For the energy idea, I would imagine the installations require a lot of specific technical knowledge. Although this can probably be taught, this requires a large number of qualified teachers.
Still, overall I like the idea of the government setting up and investing in socially responsible/helpful companies with the aim of breaking even. Maybe it would help to have a scheme where the government must (try to) get out of the company in X (10?) years.

"Today, Senator Joesph Hanson announced that the United States would not be able to meet its deadline of pulling out of businesses by the year 2030. Senator Hanson commented, 'These programs have done a lot of good for people, but aren't stable yet. We've seen improvements in the lives of Americans, but the programs aren't strong enough to stand on their own. We're extending the program duration and allocating additional funding with the intention to exit by 2035.' The USA-FUND-LIFE program was conceived in 2010 to stimulate industry and $300 trillion has been spent on it so far. This is the third extension of government funding for the FUND-LIFE program which was originally set to expire in 2020."

Its possible to get around this with come kind of scheme where ownership is given away over a period of years... 10% each year for 10 years maybe. I wonder if having a rigorous schedule, instead of just a goal, will help.
