The article says this rule of law is from the https://en.wikipedia.org/wiki/Magnuson%E2%80%93Moss_Warranty_Act https://en.wikipedia.org/wiki/Magnuson%E2%80%93Moss_Warranty..., . So, its not some GS-13 level "regulators" who determined this law, but something that was voted on by a majority of both houses of Congress, and signed by the President of the United States.
