>Who cares where the enemy subs are during peacetime?
It's very useful to know exactly where potential enemies are at all times. If war broke out tomorrow, we would need know where enemy subs are -- for example, to move carriers out of range or make sure that transports can safely move through an area -- and if we start tracking them now, we can avoid the stresses and constraints of warfare. Maybe the drones will be destroyed immediately, but we would at least have an idea of where to start looking. There will also be lots of countermeasures, but if suddenly half the US drone fleet gets mysteriously tangled in nets, then even that's useful intelligence.
