'Scam' is sensationalist. It's much earlier in development than was implied, but from this article it seems like it's a real product in development.

    The government is cracking down on p2p investment because let's face it, that kind of model would have tremendous power in China with such a huge population that is also already comfortable spending money on their phones. The fact that they have a working prototype makes it clearly more than a scam unless it's an extremely elaborate one.
