The earliest would be ~16 in 2000, so a birthdate in 1984 would be a logical starting point. If you consider the internet age to have started a little before 2000, maybe 96 or 98 you could reckon a slightly earlier birthdate. But keep in mind this is about when the mainstream entered the internet. (Also obviously, in 1987 they couldn't have predicted what the defining aspect (i.e. the internet) of this generation would be though they might have suspected the prevalence of the computer would be a big influence)
