Flooding in Houston over the past 40 years has had more to do with development and flood control projects than changes in rainfall. I really hate when people try to use Houston as an example of the effects of climate change, the behavior of economic clusters, or the effects of zoning. Most of what I've read shows people really have no clue about how those things actually work here.
