Good luck for it to be legal that a drunk person can be in the drivers seat of a car. That's going to take 20-30 years. I'm sorry but there isn't "you can't operate an elevator while drunk" law and people in police elevators pulling you over to the first floor to give you a ticket. Until they remove the ability for drivers to actually drive, they are going to be legally responsible. Uber is fine for the next 30-50 years.
