Why did you jump to ML as the solution to a vague product description (and then proceed to outline how it'd be difficult to do with ML)? Twitter 2.0 could do something as simple as forego the linear timeline (and the restrictions that that imposes re: filtering) and still achieve all the goals the author outlined.
