"Even without complete knowledge of biological mechanisms [of how alcohol causes cancer], the epidemiological evidence can support the judgment" - I think they basically are saying that there is enough correlation to imply causation.
But we all know no such claim can be made until there is "complete knowledge of biological mechanisms".
