Well, the CNN coverage I saw didn’t mention 3 shots. Also, there was no video of the shots being fired.
Note, I’m not saying there weren’t three shots, just that often the first reports get things wrong. If he was indeed shot 3 times, then this goes way beyond negligent and into criminal.
