None of what you wrote backs up the statement that "Mexico is sending us their rapists." Trump's statement indicates a proactive effort by the Mexican government to send rapists to the U.S. It might be true that a disproportionate number of outstanding warrants in LA are for illegal immigrants. Trump could have stated that, but he didn't. He said something completely different. He's inept (can't keep facts straight), or inarticulate (can't express facts), or he's inciting xenophobia by purposefully distorting the truth. None of those are good qualities.
