When I first opened my Yahoo Email account, my storage was limited to 6MB. Megabytes. When it got full, I had a choice to delete some, download others, and so on. I didn't demand for more storage, because my deal with them said 6MB. (If I'm not mistaken, I could pay for more if I wished to). There is "Gmail for Work" which does provide some of the guarantees you are looking for. Though none regarding illegal content, as per the laws.
