There are places in the world where most drugs are fairly unkown. Japan and Korea come to mind as places where largely only prescription drugs, cigarettes and alcohol are used, it seems like some club drugs are becoming more popular, but many drugs are so hard to come by it's easy to write them off. It is not as inevitable as you make it out to be, but in a country like the US it is basically impossible to get rid of drugs. So much of the population already has contact with it. There is so much space to produce them and the borders are so large it is near impossible to secure them.
