Ask HN: How and where can I learn about media streaming / encoding?

This is a type of resource I find very rare to see in the wild. I'm starting to get into photography and video. I'd like to make my first open source project about streaming media like images,videos,audio. Similar to twitch, youtube, and imgur. However, I prefer to do 360 images, 180 images, or 360 video. I have seen some libraries, but I would like to know how the encoding works. How you stream them properly? Also, it would be great to point me to any resources , libraries, etc.
