As far as I know there is no process or laws to facilitate citizenship of non-jews in Israel(unless in a relationship with a citizen of Israel). There is only a discretion given to the minister of interior to individually grant citizenship (which the ministers rarely do). Also work visas are very sparse and are dominated by several human resource companies. For a skilled worker, I'd say it's much easier to immigrate to America then it is to Israel.
