I have heard it's due to the corrupt traffic police. Everyone wants their own record of what happened.
- mlvljr 10y agoSometimes the police has no chance to tell the liar from who's not from what accident participants tell, till a dashcam video appears (can even be from a car, that wasn't involved in the accident, but was passing by). Good thing, we're blessed with this, unlike people in CA, for example :)
