Innovation is not the point; there's nothing wrong in building early stage prototypes, even incomplete or mostly non working ones. But you should not sell them as production ready, nor employ them in providing a service sold as production ready.
For instance, Elon Musk hasn't yet opened a travel agency selling hyperloop tickets.
